Expression of interest for selecting consortium leader for Black Sea AI Gigafactory
The Ministries of Energy and Finance have launched the pre-selection procedure for a consortium leader to implement the Black Sea AI Gigafactory project in Romania, a strategic investment in computing infrastructure for artificial intelligence.
'The Ministry of Energy and the Ministry of Finance, with the technical support of the Authority for the Digitalization of Romania (ADR), announce the launch of an Expression of Interest (EOI) to identify and pre-select a Consortium Leader for the development, structuring and implementation of the Black Sea AI Gigafactory project in Romania. The project is conceived as a strategic AI computing infrastructure initiative of national and regional relevance, aimed at supporting the development of advanced digital and industrial capabilities, strengthening Romania's role in the emerging European AI ecosystem and positioning the Black Sea region as an important location for next-generation AI infrastructure,' reads an announcement posted on Wednesday on the Ministry of Energy's website.
Through this approach, the Coordinating Authority aims to identify interested and qualified entities, which have the experience, financial soundness and strategic capacity necessary to lead the preparation of the project, to set up and coordinate an appropriate consortium and to support the development of a credible, scalable and implementable investment concept, in accordance with applicable Romanian and European Union legislation.
'At this stage, the EOI represents an initial market consultation and pre-selection approach. Its purpose is to identify a Consortium Leader with demonstrated capacity and credibility for a project of this nature and scope. Consequently, the Coordinating Authority does not request at this stage a final technical design, a final composition of the consortium, a final investment structure or firm financing commitments,' the announcement reads.
Interested parties are invited to submit an indicative development concept covering at least an initial deployment phase of approximately 20,000 GPUs [graphics processing unit] or equivalent AI accelerators, together with an indicative approach regarding the demand, utilization, scalability and delivery of the project.
Any such information submitted at this stage will be considered non-binding and will be used exclusively for evaluation purposes, the Ministry of Energy specifies.
The deadline for submitting expressions of interest is June 14, 2026, 17:00 (Romanian time), and requests for clarification can be submitted until June 1, 2026, with responses to requests for clarification scheduled for June 5, 2026.
