Senate passes bill on Romania's joining European Infrastructure for Life Sciences
The Senate on Tuesday passed a bill on Romania's accession to the ELIXIR Consortium Agreement, which establishes the European life sciences infrastructure for biological information. The agreement was approved in Copenhagen April 22-23, 2013 and entered into force on 12 January 2014.
The bill passed 54 to 3 and 27 present.
The project provides for Romania's accession to the European ELIXIR infrastructure, which brings together the most advanced biological data resources, software and training programmes, facilitating collaboration among European researchers in fields such as medicine, agriculture, environment and bioindustry, according to the report of the parliamentary committees on communications and education.
'By joining this infrastructure, Romania strengthens its position in genomic research and life sciences, aligning itself with European standards and good practices. Romania's financial contribution to this infrastructure is EUR 120,000 annually and is to be paid by the National Research Authority, from the national budget, with the inclusion in the Authority's budget, in the estimates for the following years, starting with 2026,' according to the report.
The report also says that, 'after winning ELIXIR membership in accordance with the provisions of Article 8 of the ECA (ELIXIR Consortium Agreement), Romania will propose an applicant for an ELIXIR node that will be evaluated by the ELIXIR Scientific Advisory Council, in accordance with the procedures established by the ELIXIR council. After its acceptance, the applicant of the selected national node concludes a collaboration agreement with EMBL (European Molecular Biology Laboratory), acting on behalf of the ELIXIR hub.'
The agreement establishes the responsibilities of the national node and the way in which the national node participates in the implementation of activities at European level.
