Energy Ministry: Public call to identify areas in Black Sea for offshore wind energy production
The Ministry of Energy has launched a public call for the submission of expressions of interest regarding the development of a study to identify and delimit offshore areas in the Black Sea that could be concessioned for offshore wind farm development.
According to a press release issued by the Ministry on Tuesday and sent to AGERPRES, the study's ultimate goal is to support the development of a minimum of 3 GW installed offshore wind energy capacity by 2035, in line with Romania's European-level commitments.
'The Black Sea is a strategic energy resource for our country, one we have barely tapped into so far, but which can become a key pillar of national and regional energy security. During my mandate, I have prioritised investments in the Black Sea to diversify and strengthen our energy mix, so that Romania can become the energy leader this region needs. With natural gas production from the Neptun Deep perimeter and electricity production from offshore wind areas, with a theoretical total potential of 76 GW according to a World Bank study, Romania's energy system becomes more secure and contributes to enhancing the competitiveness and resilience of our national economy. This call launched by the Ministry of Energy is part of building a new energy architecture for our country,' Energy Minister Sebastian Burduja is quoted in the release as saying.
He added that the study will serve as the basis for strategic decisions on offshore area concessions and will offer investors a clear, scientifically grounded vision aligned with international best practices.
The study will assess the wind potential in the Black Sea, the geotechnical characteristics of the marine environment, the environmental and biodiversity impact, the connection possibilities to the National Energy System, the compatibility with other maritime space uses, such as navigation, fishing, extraction activities, or military zones, the Ministry explained.
Additionally, the study will evaluate logistics, security and transmission aspects to enable a coherent prioritisation of offshore areas suitable for strategic project development.
The Ministry of Energy is supported in this effort by international partners such as the World Bank and the European Commission, through the TSI (Technical Support Instrument) provided by the Secretariat-General for Reform.
