Prime Minister-designate Siegfried Muresan said on Monday that the governing programme proposed by PNL, USR and UDMR also includes proposals put forward by PSD, telling Social Democratic leader Sorin Grindeanu that he is willing to hold talks to resolve the political crisis.

'I contacted PSD chairman Sorin Grindeanu again this morning. I sent him the document (...) which clearly shows how our governing programme also incorporates proposals from the Social Democratic Party. The document shows that, if PSD votes for the government, it will do so on objective grounds. If it votes against it, it will do so strictly on subjective grounds. I am ready at any time to discuss the governing programme, the formation of the government and resolving Romania's political crisis,' Muresan wrote on Facebook.

According to Muresan, the PSD proposals included in the governing programme cover the following areas:

*** Energy and resources

'Our programme proposes what PSD is also calling for: new capacity, grids, storage, interconnections, energy equipment manufactured in Romania and support with energy bills for vulnerable consumers. We go further with concrete projects: Mintia, Iernut, Tarnita-Lapustesti, Units 1, 3 and 4 at Cernavoda; the first concession for offshore wind power in the Black Sea; public support paid only for capacity actually brought into operation; a stable framework for prosumers; a coal phase-out timetable aligned with replacement capacity; and a market based on long-term contracts, without across-the-board price caps,' the prime minister-designate explained.

*** Security, defence and the defence industry

'Our programme proposes what PSD is also calling for: SAFE (EUR 16.68 billion) used for procurement that brings production and suppliers to Romania, a defence industry aligned with the needs of the Armed Forces, Romanian-developed software for drones and a mechanism to counter disinformation. We go further with: defence spending gradually rising towards 5% of GDP and tied to capabilities; modernisation of the Kogalniceanu, Campia Turzii, Fetesti and Cincu bases; the F-16 hub at Fetesti; the European maritime security hub operational in Constanta in 2027; counter-drone capabilities for the Coast Guard; and early preparations to safeguard the integrity of the 2028 elections,' the document said.

*** Reindustrialisation and development financing

'Our programme proposes what PSD is also calling for: the Investment and Development Bank as a central instrument, state aid focused on strategic ecosystems and subject to public evaluation, and public-private partnerships without shifting debt off the balance sheet. We go further with: a single structure for all state aid; full recovery of funds if a company fails to meet its commitments; the 'Regional Champions' programme, with support provided by Exim Bank; abolition of the minimum turnover tax from January 1, 2027; accelerated depreciation for investments; a 'one new obligation, two removed' rule; emerging-market status for the stock exchange and a growth market for SMEs,' Muresan added.

*** Fair tax collection and budgetary discipline

'Our programme proposes what PSD is also calling for: integrated risk analysis within ANAF, a crackdown on large-scale tax evasion, narrowing the VAT gap and the rule that no permanent expenditure should be introduced without a funding source. We go further with firm deficit targets: 6% of GDP in 2026 and below 3% in 2030; adoption of the 2027 budget by December 31; reunification of ANAF and Customs; a bonus-malus system for ANAF management; pre-filled tax returns; the state paying its debts on time; and a 'reform dividend', with half of the savings returned through lower taxes on labour,' the prime minister-designate said.

*** State reform and public services

'Our programme proposes what PSD is also calling for: merging institutions, a single digital access point, the principle that the state should not ask for the same information twice, and performance-based evaluation. We go further with: 13% fewer MPs; a maximum of three state secretaries per ministry; every state-owned company placed within 12 months under a clearly defined regime (development, listing, privatisation or closure); public ratings from A to E for state-owned companies; divestment after three years of losses; five million Romanians with a digital identity by 2028; and reform of Bucharest and metropolitan areas,' Muresan said.

*** Employment, incomes, cohesion and demographics

'Our programme proposes what PSD is also calling for: nurseries, support for families, affordable housing for young people, retraining linked to actual jobs and a comprehensive programme for the diaspora. We go further with: a 'Future Account' for every child; retaining the childcare allowance upon returning to work; a 2,250 lei/month subsidy for hiring young NEETs; removing the additional taxation of part-time work for parents and healthcare and education staff; flexible employment contracts; a new social housing law; and a one-stop shop for Romanians returning home,' the prime minister-designate said.

*** Education, healthcare and research

'Our programme proposes what PSD is also calling for: tackling school dropout, dual education, research funding, family medicine as a pillar of prevention and professional hospital management. We go further with: targets of 6% of GDP for education and 1% for research; a 10-20% performance bonus for teachers; the new Baccalaureate from 2030; 2,000 new palliative-care beds by 2028; stroke and heart attack centres in every region; integrated care pathways for cancer patients; and faster access to innovative therapies,' he added.

*** Agriculture, irrigation and rural development

'Our programme proposes what PSD is also calling for: irrigation and water reserves, support for processing and cooperatives, traceability through the '100% RO' programme and animal registration, and safeguarding direct payments in the future European budget. We go further with: a World Bank-developed mechanism to compensate drought losses from spring 2027; a package for young farmers; measures to discourage speculative land purchases; a new agricultural lease law; full payment of 2026 support; and the resumption of sheep exports,' Muresan said.

*** Infrastructure and strategic investment

'Our programme proposes what PSD is also calling for: prioritising all investments, completing projects already under way, an integrated framework for European funds, the state budget and borrowing, and preparation of the 2028-2034 European funding plan. We go further with: at least EUR 10 billion a year in cohesion funding from 2027; transferring unfinished NRRP projects to other funding sources; payments for works made on time and published monthly; opening the passenger rail market to competition from 2028; halving road deaths by 2030; and making the Danube navigable throughout the year,' the Liberal politician said.

*** A European and Euro-Atlantic Romania

'Our programme proposes what PSD is also calling for: OECD accession, the rule of law, minority rights and cooperation with the EU and NATO against foreign interference. We go further with: agreement on the 2028-2034 EU budget by the end of 2026; opening accession negotiations with Moldova and Ukraine; the Visa Waiver Programme as a priority in relations with the US; Romania as a regional energy platform in partnership with the US; judicial reform, with the CSM elected by the entire professional body and measures to prevent cases from becoming time-barred; and reform of the intelligence services, including a ban on undercover officers in the media, politics and religious denominations, and a maximum eight-year term for intelligence chiefs,' the prime minister-designate added.
