ASF: MoU on cooperation between capital market authorities in Central and South-Eastern Europe
The Financial Supervisory Authority (ASF) took part on Friday in Bled, Slovenia, in the signing of a Memorandum of Understanding (MoU) regarding the cooperation between competent authorities for capital markets in Central and South-Eastern Europe, alongside counterparts from Slovenia, Croatia, Poland, Hungary, Bulgaria, Slovakia and North Macedonia.
According to an ASF press release, the agreement aims to strengthen cooperation in the regulation and supervision of capital markets through a coordinated approach to the exercise of the participating authorities' responsibilities.
'The Memorandum establishes a framework for closer collaboration in defining and implementing joint initiatives designed to boost the development of regional markets. The signing of this document continues the efforts initiated at the level of regulated markets in the region and subsequently supported through an agreement by the Finance ministers of participating states, signed in August 2025, reflecting a firm political commitment to the integration of capital markets in Central and South-Eastern Europe,' the release mentioned.
According to the quoted source, through this Memorandum, the signatory authorities aim to intensify the exchange of expertise, identify and reduce regulatory differences and promote better alignment of supervisory practices. Cooperation will be based on principles of mutual trust, consultation and proportionality.
President of the Financial Supervisory Authority Alexandru Petrescu underscored, on this occasion, that the development of Romania's capital market is closely linked to the capacity for regional cooperation and to the alignment of regulatory and supervisory standards.
'The development of our markets depends on how effectively we manage to cooperate, align approaches and strengthen trust between institutions and market participants. This Memorandum represents a concrete step in this direction and continues initiatives already undertaken at regional level,' the ASF president mentioned.
The Financial Supervisory Authority will continue to actively contribute to the development of this cooperation framework through participation in joint initiatives, constant dialogue and coordinated projects, with the aim of strengthening the attractiveness of Romania's capital market for investors.
The Financial Supervisory Authority is the national authority, established in 2013 under Emergency Ordinance 93/2012, approved by Law No. 113/2013, responsible for regulating and supervising the insurance, private pensions and capital markets. The ASF contributes to strengthening the integrated framework governing these three sectors, which together account for more than 10 million participants.
