BCC2026/Ukraine Ambassador: Russia's threats do not stop at Ukraine's borders but affect everyone else
The security of Ukraine, Romania and the Republic of Moldova is closely interconnected, and threats emanating from the Russian Federation do not stop at Ukraine's borders but affect all the other countries as well, Ukraine's ambassador to Romania, Ihor Prokopchuk, said on Wednesday at the Bucharest Cybersecurity Conference (BCC2026).
'As we address the issue of cybersecurity, we cannot separate it from the broader regional context, which for more than four years has been defined by Russia's ongoing war of aggression against Ukraine and all its consequences for Ukraine, all the countries neighbouring Ukraine and Europe as a whole. The consequences of this war of aggression - drones, information manipulation and disinformation - are being felt not only in my country, but also in countries such as Romania and the Republic of Moldova. Threats emanating from the Russian Federation do not stop at Ukraine's borders but affect everyone else. This shows that the security of our three countries is closely interconnected. This is the fundamental premise on which we are building our cooperation.
'From Ukraine's perspective, I would identify three key pillars underpinning our approach to trilateral cooperation with Romania and Moldova. The first is security and resilience. While Ukraine is fighting to defend its own sovereignty and territorial integrity, we have accumulated extensive experience and data in dealing with various aspects of Russia's war against Ukraine. We are able and willing to share this experience with our partners, and we believe this will strengthen their resilience as well as our collective capacity to respond to the threats we continue to face,' Prokopchuk stressed.
The official highlighted energy security and connectivity as another important pillar of trilateral cooperation.
'The second pillar I would identify for this cooperation is connectivity and energy security. When we talk about connectivity, we mean transport routes, infrastructure development and the development of energy interconnections between our three countries. By safeguarding these links, we can also make a significant contribution to the resilience of all three states.
'The third pillar I would like to highlight is the EU integration of Ukraine and the Republic of Moldova. This is, once again, a strategic objective for our countries. Romania is already a member of the European Union and NATO, and it is a country that can share its experience with us and support us as we reform our national policies in various areas,' the Ukrainian ambassador to Romania said.
In the same context, the diplomat also spoke about the importance of the Cyber Alliance for Regional Resilience, launched earlier this year by Ukraine, the Republic of Moldova and Romania.
'The Cyber Alliance for Regional Resilience was officially launched at the beginning of this year, but the ideas behind this cooperation date back to a meeting in 2022, a few months after Russia's full-scale invasion of Ukraine. The meeting of the foreign and defence ministers took place in Odesa in September 2022, where we established the framework for this cooperation. Since then, it has developed further. We now have the support and commitment of the presidents to promote cooperation in this trilateral format, as well as the commitment of the prime minister. So, once again, I believe this is an area in which we can do a great deal to help and strengthen one another as we face common threats in this region,' Ihor Prokopchuk said.
On February 20 2026, Ukraine, Romania and the Republic of Moldova signed a trilateral Memorandum of Understanding establishing the Cyber Alliance for Regional Resilience, aimed at strengthening resilience against cyber threats and hybrid threats with a cyber component.
The memorandum was signed at the Kyiv International Cyber Resilience Forum 2026 by the National Cybersecurity Coordination Centre under Ukraine's National Security and Defence Council (NCSCC), Romania's National Directorate for Cyber Security (DNSC) and the Cybersecurity Agency of the Republic of Moldova (ASC).
The National Directorate for Cyber Security (DNSC), in partnership with Bitdefender, is organising the 2026 edition of the Bucharest Cybersecurity Conference (BCC2026) from October 20 to 22. The event is a major forum for international dialogue on cybersecurity.
The conference is supported by the European Union Agency for Cybersecurity (ENISA), the European Cybersecurity Competence Centre (ECCC), the NCC-RO National Coordination Centre and the National Association for Information Systems Security (ANSSI).
