Eight in ten Romanians say gov't implements digitalisation too slowly (survey)
Over three-quarters of Romanians (75.4%) see digitalisation as 'beneficial' or 'very beneficial', while 81.6% say that the Romanian state is digitalising at too slow a pace, according to a survey recently released.
According to data centralised by AtlasIntel, negative perceptions about digitalisation have increased from the previous survey conducted in March 2026, when the share was 4.2%, to 11.2% in June, 'a signal that support, although solid, is not unconditional and must be doubled by solid political action.'
In all three waves of the survey (November 2025, March 2026 and June 2026), eight in ten Romanians (84.3%, 86.6% and 81.6%) said that the digitalisation of the state is advancing 'slowly' or 'very slowly'. At the same time, only 8.6% believe that Romania is currently 'quite' or 'very' digitalised. Overall, the majority perception shifted from 'slightly digitalised' (51.8% in November 2025) to 'partially digitalised' (40.8% in June 2026).
Also, support for a digitalisation of the state that eliminates physical presence at the counter increased from 68.7% - in November 2025, to 77.5% - in June 2026, with a peak of 82.3% in March.
Against this background, 88% of Romanians choose the online option for an appointment at the state hospital, and 82% for obtaining documents from the city hall or paying taxes. The only exception is the purchase of durable goods, where 74% still prefer physical experience.
According to the survey, unauthorised access to personal data has become the main perceived risk of digitalisation, with 56.9% (in March 2026) and 52.3% - in June 2026.
A recent report by the European Commission on the Digital Decade highlighted the fact that only 31% of Romanians have basic digital skills, but subjective self-assessment has steadily improved: the share of those with 'low' or 'very low' skills decreased from 19.1% - in November 2025 to 10.1% in June 2026, while the 'medium' segment is constantly advancing (from 41.1% to 44.4% in this wave).
In terms of the digital divide, the rate of use of digital public services is 96% among young people aged 18-29, as against only 48.2% for people over 70, and 90% in urban areas, as against 61.5% in rural areas.
The survey conducted by AtlasIntel for the Edge Institute had a sample of 2,002 respondents, with data collected between June 17 and 21, 2026. The comparative analysis integrates the previous waves - November 2025 (with 2,250 respondents, November 12-19) and March 2026 (with 2,325 respondents, March 4-10).
