Specialists from the Ministry of Education and Research are currently working on a guide for the use of artificial intelligence (AI) in education and research, as its use should not be banned but certain limits must be established, Minister of Education and Research Mihai Dimian told the Digital Innovation Summit Bucharest 2026 (DISB 2026) on Thursday.

'We are working on a guide, let us say, for the use of artificial intelligence in education and research. It was started before I was present in the ministry and we are working on it these days. It will not be perfect, you can criticise it, but it is something we have to start from. We should not be afraid of artificial intelligence, we should not ban its use in education, even less so in research, but of course we must set certain limits,' Dimian said.

According to him, several aspects regarding student assessment should be changed, whether or not they use artificial intelligence, but without replacing students' originality with the results produced by artificial intelligence.

'We cannot assess the student for what artificial intelligence has done, but the employer will later expect our graduate to solve a problem. Whether they used artificial intelligence or not to solve that problem matters less to the employer. What matters is that the problem is solved. Therefore, when we train them, we will somehow have to change things in order to assess the activity of our student, whether they use or do not use artificial intelligence in a certain process, but of course without replacing the student's originality with the results produced by artificial intelligence,' the education minister explained.

On the other hand, he added, the use of generative artificial intelligence is necessary both in preparing lessons, in assessment and in teachers' organisation, but also in research, and in his view creativity is the main resource we have to distinguish ourselves from machines.

'We must all adapt, we must learn new things, and you here already know these things. I am only telling you that you must be the messengers further on to society in order to adapt to these new challenges, whether we call it the 4.0 revolution, the artificial intelligence revolution or the revolution of cyber-physical systems. Here we can debate how we formulate things. What is clear is that we are surrounded by intelligent devices and at present creativity is the main resource we have available to distinguish ourselves from the machine. I do not know for how long, but for the moment we have it. Therefore, I believe you are interested in young people being as creative as possible and, regardless of whether they choose the path of research or not, in the new society they need to be creative. Therefore education must also adapt to this objective, of primarily having creative young people. Every subject we teach has the possibility to develop the creativity of students and pupils,' the minister of Education and Research stressed.
