Siemens Mobility-led consortium wins tender for procurement of 23 new electric locomotives
A consortium led by Siemens Mobility has been selected as the winner of a tender for the procurement of 23 new electric locomotives equipped with ERTMS systems, capable of operating at speeds of up to 160 km/h and hauling up to 16 passenger coaches, the Railway Reform Authority (ARF) announced on Wednesday on Facebook.
'The Railway Reform Authority announces the completion of the evaluation process for the three bids submitted under the procedure for awarding the contract for the procurement of 23 new electric locomotives equipped with ERTMS systems, capable of operating at a maximum speed of 160 km/h and hauling up to 16 passenger coaches, as well as maintenance and repair services required for their safe and comfortable operation. The evaluation committee designated the bid submitted by the Siemens Mobility consortium, consisting of Siemens Mobility SRL as lead bidder, Siemens Mobility GmbH and Siemens Mobility Austria GmbH as associated bidders, with no declared subcontractors, as the winning offer,' ARF said in its message.
The project's main objective is to promote the use of low-carbon technologies in rail transport by replacing rolling stock with high energy consumption and CO2 emissions with sustainable rolling stock that encourages a modal shift toward rail transport.
The investment will support the deployment and operation of more efficient and less polluting rolling stock across Romania.
Project financing is provided through non-reimbursable external funds from the Modernisation Fund, within the limits of allocated amounts and in compliance with programme eligibility rules, together with state budget funding channelled through the Ministry of Transport and Infrastructure.
The total value of the project amounts to RON 764.399 million (EUR 153.967 million), of which RON 638.881 million (EUR 128.686 million) represents eligible financing from the Modernisation Fund, while RON 125.518 million (EUR 25.282 million) will be covered from the beneficiary's own budget, funded by the state budget.
The implementation period is set at 42 months.
According to ARF, the public procurement contract may be signed after the expiry of the period for filing challenges to the result and, where applicable, following the settlement of any complaints lodged during the award procedure.
