COVID-19, negative test no longer mandatory to enter Romania, PLF remains in force

People entering Romania no longer have to produce a COVID-19 digital green certificate or the negative result of a test for detecting the SARS-CoV-2 virus, spokesperson for the Romanian government Dan Carbunaru said on Wednesday, adding that the Passenger Location Form (PLF) will remain in force until it is repealed.
"Today is the first day that the effects of the state of alert declared in Romania two years ago ended. Regarding the digital green certificate and other conditions of entry into Romania that were used amidst the COVID-19 pandemic, following yesterday's decision by the National Emergency Management Committee (CNSU) lifting the quarantine status for persons who did not present the green certificate or a negative test upon entering the country, no person who wants to enter Romania without having a green certificate or such a test will have to quarantine. As such, the need for the digital green certificate remains useful as a document that Romanian citizens can use in other countries that have kept it in place. It remains, therefore, a useful document, but not necessary to enter Romania without being quarantined," Carbunaru said at the Government House.
He pointed out that the validity of the COVID-19 digital green certificates issued by Romania so far remains December 31, 2022, as provided for under Government Emergency Ordinance 68/2021.
"Once again, the direct consequence of the CNSU decision is that no one will be quarantined for not presenting a green certificate upon entry into Romania. So it will no longer be a mandatory document for Romanian citizens upon entry into the country. Also, testing is no longer included among the conditions that those who enter Romania will have to fulfill in order to avoid quarantine," added Carbunaru.
He said that regarding the Passenger Location Form (PLF), it remains in force until the repeal of Government Emergency Ordinance 129/2021.
"Those entering Romania will have to fill it in. As you know, the introduction of PLF in Romania appeared as a result of a European context, in which more and more countries introduced it in order to come to the aid of those who were affected or at risk of being infected with the SARS-CoV-2 virus, and at this point, as far as I have been informed, there are steps in place for Romania to abandon such a document. Therefore, we call on the Romanian citizens to continue to process them, to fill it in until the piece of legislation regulating it is repealed," Carbunaru also said.
