Romania's Oves Enterprise, Ukraine's Edrone sign strategic partnership to produce military drones in Cluj-Napoca
Romanian tech company Oves Enterprise and Edrone, one of Ukraine's largest military-drone manufacturers, have signed a strategic partnership to launch joint production of military drones in Romania.
According to a press release sent on Tuesday by Oves, the partnership combines the two companies' expertise in drone development and marks a new stage of cooperation that includes producing autonomous defence systems in Romania. The project foresees opening a production facility in Cluj-Napoca, integrating Nemesis AI technology, and transferring processes and know-how needed to scale manufacturing.
'Europe needs its own production capacities, and Romania must build a real industrial role in this ecosystem, not remain only a market for finished products,' said Oves Enterprise CEO Mihai Filip. 'The partnership with Edrone brings to Romania frontline experience, validated production processes and the ability to rapidly scale systems already tested in real conditions. We contribute with Oves technologies - from autonomous systems and artificial intelligence to integrating the Nemesis AI platform - so that the drones meet current operational requirements and support the security of Romania and Europe.'
In the first phase, three types of military drones will be produced in Cluj-Napoca: FPV drones, interceptor drones, and reconnaissance drones.
The first units manufactured in Romania are expected this autumn, when they will be publicly presented and enter testing and demonstration phases. The Cluj-Napoca portfolio could later expand to up to 27 models, depending on market demand and defence-program developments in Romania and other European states.
The drones produced in Romania will integrate Nemesis AI, including target identification, classification, tracking and locking, terminal guidance and situational analysis. AI integration aims to reduce reaction time, increase precision and adapt systems to current military-operation requirements. The Cluj-Napoca facility is designed to cover the full production flow - component integration, installation of Oves-developed systems, configuration, testing and mission preparation - with drones leaving the factory fully equipped and ready for operational use.
The initial production target is around 1,000 units per month, supported by a team of roughly 30 people, with local staff receiving training for the processes and models introduced in Cluj-Napoca.
'As orders and acquisition programmes materialise, the two companies plan to expand capacity and make additional investments in Romania,' the statement notes. Medium-term plans include developing a Romanian production capability of 10,000 - 15,000 units per month, depending on demand and defence-programme needs.
