INS: Construction of dwellings down 3.14% in 2025
The construction of dwellings fell by 3.14 percent in 2025, with 59,062 homes completed last year, 1,916 fewer than in 2024, according to the National Institute of Statistics (INS) data published on Thursday.
The situation by area of residence in 2025 compared with 2024 highlights an increase in the share of homes completed in rural areas (from 43.2 percent in 2024 to 46.3 percent in 2025) and a decrease in urban areas (from 56.8 percent in 2024 to 53.7 percent in 2025).
The breakdown by funding source shows that in 2025, compared with 2024, both dwellings built with private funds (-1,863 homes) and those built with public funds (-53 homes) decreased.
In the analysed period, the regional breakdown shows a decrease in the number of dwellings completed in six of the eight development regions: Centre (-685), West (-609), North-West (-575), South-Muntenia (-417), South-East (-279) and South-West Oltenia (-181). Increases were recorded in the North-East (+516) and Bucharest-Ilfov (+314) development regions.
The INS data also show that in Q4 of 2025, 18,740 dwellings were put into use, an increase of 73 homes compared with Q4 of 2024.
By area of residence, in Q4 of 2025, the majority of dwellings were built in urban areas (52.2 percent).
The breakdown by funding source for completed dwellings shows that in Q4 of 2025, compared with Q4 of 2024, the number of homes built with private funds increased by 262, while those built with public funds decreased by 189.
The regional distribution in Q4 of 2025, compared with Q4 of 2024, highlights an increase in completed dwellings in the following development regions: North-East (+460), Centre (+182), North-West (+39) and South-West Oltenia (+34). Decreases were recorded in the following regions: West (-268), South-Muntenia (-184), Bucharest-Ilfov (-134) and South-East (-56).
