'Odessa Triangle' Foreign ministers unveil Triple Cyber Alliance
A declaration aimed at strengthening the resilience of Romania, the Republic of Moldova, and Ukraine in key areas such as energy security, cybersecurity, and cooperation to improve land connectivity between the three countries was adopted at the ministerial meeting of the 'Odessa Triangle' format, held on the sidelines of the Munich Security Conference.
According to a Foreign Ministry release issued Sunday, the trilateral meeting brought together Romania's Foreign Minister Oana Toiu and her counterparts from Ukraine and the Republic of Moldova.
'Through the Odesa Triangle format, we are accelerating joint infrastructure projects, strengthening our regional voice on the global stage, and addressing the concrete needs of our historic communities. At the Munich conference, we announced our decision to conclude a trilateral cooperation agreement in the field of cybersecurity - the Triple Cyber Alliance, because both our public institutions and private sector have experts and experience, and we want to strengthen our international positioning as partners and providers of security in this field,' Minister Oana Toiu said, as cited in the statement.
The Memorandum of Understanding on the Triple Cyber Alliance, which aims to enhance cooperation in countering cyber threats, is being developed and operationalized by the National Cyber Security Directorate together with its counterpart institutions. It will enter into force after its planned signing later this month.
The three ministers also discussed their governments' commitment to significantly expand regional energy connectivity in order to address the challenges created by Russia's attacks and to build the infrastructure needed for the future growth of their industries. Ukrainian authorities and the population were said to have appreciated the solidarity shown by civil society and the donation campaign for power generators.
The joint declaration reaffirms Romania's strategic role in supporting the European integration of Ukraine and the Republic of Moldova - politically, institutionally, and through the contribution of civil society, the statement notes.
European funding for regional connectivity projects remains a shared priority in upcoming EU-level negotiations, enabling access to essential financing for strategic road, rail, and energy projects, the Ministry added.
Minister Toiu also used the platform to highlight the situation of Romanian-speaking communities in Ukraine, a topic consistently raised in high-level bilateral discussions. She emphasized the importance of ensuring education in the mother tongue, including in the context of the ongoing education system reform, and stressed the need to continue the discussions already launched at the level of the Education ministries to finalize a mutually agreed solution before the new set of reforms planned for 2027 is implemented, the Foreign Ministry said.
