Participarea ministrului afacerilor externe Luminiţa Odobescu la Summitul Ucraina - Europa de Sud-Est
Ministrul afacerilor externe Luminiţa Odobescu a participat miercuri, 9 octombrie 2024, la Summitul Ucraina - Europa de Sud-Est, găzduit la Dubrovnik de către Preşedintele Ucrainei, Volodimir Zelenski, şi Prim-ministrul Croaţiei, Andrej Plenkovic.
Reuniunea de la Dubrovnik a vizat transmiterea unui mesaj politic solid, ferm şi articulat de susţinere pentru Ucraina şi poporul ucrainean. În egală măsură, a reprezentat o oportunitate pentru un schimb de opinii aprofundat privind consecinţele multiple, în planul securităţii regionale şi europene, ale războiului de agresiune declanşat de Federaţia Rusă împotriva Ucrainei.
În cadrul dezbaterilor, înalţii oficiali din statele participante au reafirmat totodată importanţa coordonării şi cooperării în vederea continuării accelerate a procesului de integrare europeană a Ucrainei, Republicii Moldova, precum şi a statelor din Balcanii de Vest.
În intervenţia sa, ministrul afacerilor externe Luminiţa Odobescu a subliniat importanţa strategică a construirii unei păci juste şi cuprinzătoare în şi pentru Ucraina, care presupune efort dinamic conjugat al întregii comunităţi internaţionale, bazat pe o abordare constructivă şi orientată spre rezultate fezabile: 'Ar trebui să fie clar până acum că Rusia înţelege doar limbajul forţei. De fiecare dată când nu vorbim răspicat, ori nu acţionăm, oferim Rusiei argumente să creadă că şovăim în ceea ce priveşte sprijinul nostru pentru Ucraina. De aceea trebuie să rămânem puternici şi uniţi, vocali în susţinerea noastră pentru propunerile Preşedintelui Zelenski, precum şi să continuăm eforturile de angajare a partenerilor globali. România va continua să facă acest lucru'.
Ministrul Luminiţa Odobescu a atras atenţia cu privire la acţiunile destabilizatoare ale Federaţiei Ruse în regiunea Mării Negre, inclusiv cu scopul deturnării parcursului european al Republicii Moldova. A subliniat în acest context importanţa cooperării trilaterale România-Republica Moldova-Ucraina: 'România, Republica Moldova şi Ucraina au investit masiv în îmbunătăţirea conectivităţii noastre transfrontaliere. Aceste proiecte de infrastructură, unele cu finanţare europeană sau din partea partenerilor internaţionali, altele din bugetele naţionale, vor genera stabilitate pe termen lung în regiunea Mării Negre şi dincolo de aceasta'.
Ministrul afacerilor externe al României a reafirmat totodată sprijinul ţării noastre pentru procesul de extindere al Uniunii Europene: 'Viitorul Ucrainei, Republicii Moldova şi al Balcanilor de Vest este în Uniunea Europeană. Nu există alternativă reală la creşterea economică şi stabilitatea oferite de Uniunea Europeană. Politica de extindere este o investiţie strategică în securitatea, stabilitatea şi prosperitatea întregii noastre regiuni'.
La finalul Summitului, statele participante au adoptat o Declaraţie comună (https://shorturl.at/Z3gDA) consemnând angajamentul colectiv de sprijin multidimensional pentru Ucraina.

'Your Excellencies,
I would like to thank you Prime-Minister for organizing this important Summit and for your warm hospitality.
The sooner peace is restored in Ukraine, the more lives will be saved, the sooner the Ukrainian people will be free from aggression, and the sooner the greatest security crisis in Europe in recent history will be overcome.
The question on everybody's mind is how we can achieve a just and comprehensive peace in and for Ukraine, not a peace at any cost. In laying the groundwork for a just and lasting peace, we must consider a variety of crucial implications.
On the one hand, we have first the legitimate expectations of the Ukrainian people, grounded on their sacrifice in the face of war, aggression, and barbarity.
On the other hand, we have to take into account political and practical considerations related to what a just and lasting peace process might look like.
One way is to start finding a common ground on which to build together, the entire international community. This is the approach Ukraine has embarked upon. This is a constructive, result-oriented approach. Moreover, it is an inclusive proposal, based on the UN Charter and international law.
But unfortunately, some think there is another way. A key topic of Russia's propaganda: that it wants peace. But Russia's daily actions speak louder than its words.
We have to be aware that the way in which the international community achieves peace in Ukraine will have consequences far beyond Ukraine and into the future - the future of the international order, the future of all of us.
It should also be clear: Russia understands only the language of strength. Every time we fail to speak or act, we give Russia reasons to believe that we are weak, that we are wavering in our support for Ukraine. And we are not weak.
This is why we have to stay strong, united, and vocal on our support for President Zelenski's proposals, and continue our outreach efforts. This is what Romania will continue to do.
Honorable participants,
Let me recall that Russia believed it can subdue Ukraine in just a couple of days. That our support for Ukraine would be insignificant. When faced with our collective, resolute support for Ukraine, Russia has responded with barbarity towards the Ukrainian people.
But we once more showed that we stand by our words. Romania stands by its words. As a true friend and neighbor of Ukraine, understanding the immense challenges our neighbor is facing in protecting its people and infrastructure, in addition to providing humanitarian support, energy and grain transit support, we have decided to donate one of our own Patriot air-defense systems. This support will continue. President Zelenski, you can continue to count on Romania.
Moreover, Romania is an active contributor to the security and safety of the Black Sea region. As we are gathering today in Croatia - and Croatia's significant contribution to demining is well-known - let me mention that Romania has concluded a trilateral Memorandum of Understanding, with Turkiye and Bulgaria, on demining in the Black Sea.
All these immediate measures are very important. However, some of the actions we are taking today will bear long-term consequences for our regions. Romania, the Republic of Moldova, and Ukraine have massively invested in improving our trilateral cross-border connectivity. These infrastructure projects, some funded by the EU and our international partners, others from our national budget, will generate long-term stability in the Black Sea Region and beyond.
Your Excellencies, Honorable participants,
The future of Ukraine, the Republic of Moldova, and the Western Balkans is in the European Union. There is no real alternative to the economic growth and stability provided by the European Union. The EU Enlargement Policy is a strategic investment in the security, stability, and prosperity of our whole region.
Today's format could provide important coordination and exchange of expertise opportunities, in order to speed-up this process.
As we stand firm against the Russian war of aggression, we must remain resolute in our support for Ukraine's fight for its European and Euro-Atlantic future. Because we know, in our region, how hard the struggle for freedom, democracy and independence can be. Because we have a moral and political responsibility to assist Ukraine and the Ukrainian people all along this journey.
The way out of the war and towards peace in Ukraine is the critical challenge and responsibility of our times. Because this is not only about Ukraine's future. We are very much setting the course for our future as well.
